Ingredients:

- 1/4 cup all-purpose flour
- 1/2 tsp baking powder
- 2 tbsp ghee (clarified butter)
- 1/4 cup milk (adjust as needed for dough)

For the Sugar Syrup:
- 2 cups sugar
- 2 cups water
- 4-5 cardamom pods (slightly crushed)
- 1 tsp rose water or kewra water

Instructions:
Step 1: Prepare the Sugar Syrup
- In a large saucepan, combine sugar and water.
- Add the cardamom pods and saffron (if using).
- Bring the mixture to a boil and let it simmer for 8-10 minutes until the syrup slightly thickens.
- Stir in the rose or kewra water and turn off the heat. Keep the syrup warm.
Step 2: Make the Dough
- In a bowl, mix the milk powder, all-purpose flour, and baking powder.
- Add ghee to the dry mixture and rub it in until the texture resembles breadcrumbs.
- Gradually add milk to form a soft, smooth dough. It should not be too dry or sticky.
- Cover the dough with a damp cloth and let it rest for 10 minutes.
Step 3: Shape the Gulab Jamun Balls
